Legislative Master Plan Study — Rising Strong West

Statewide Replication & Capital Planning

What we did
Created a replication and funding blueprint for expanding a proven family-centered treatment and housing model to Western Washington.

Why it matters
Keeping families together improves recovery outcomes and prevents foster care placement.

Results
Directly supported a successful $13.4M capital funding request included in the Governor’s 2023 budget.

Substance Use Disorder Organizational Development Assessment

What we did
This project had three phases.  The first was to identify gaps in quality, the second to develop curriculum to advance gaps in knowledge, and the third to help organizations advance quality.  The team designed a training for front line staff and an assessment for leadership designed to identify operational gaps and target workforce quality initiatives to advance quality.

Why it matters
SUD providers face staffing, credentialing, and infrastructure barriers that limit quality and sustainability.

Results
A scalable assessment tool now used to guide training strategies, program development, and quality improvement statewide.

Legislative Analysis — Bridging Health & Housing for People with Complex Service Needs

What we did
Led a comprehensive gap analysis of Washington’s housing and health care systems for people with complex needs, informing statewide strategies to expand capacity, improve transitions from acute care, and enhance access to tailored services.

Why it matters
28% of adults experiencing homelessness have significant medical or behavioral health needs, and hospitals report hundreds of patients ready for discharge with no appropriate community placement available. 

Results
The cross-sector state agency team, service providers, and persons with lived experience identified systemic gaps across care coordination, housing services, discharge transitions, and workforce capacity. The team then developed targeted recommendations to strengthen assessments, expand supportive housing capacity, standardize case coordination, and improve Medicaid-aligned services

Assessing System Readiness for Integrated SUD Care
